Summary
Responsible for planning, organizing and controlling all aspects of the District’s payroll function.
 Essential Duties and Responsibilities
  • Maintains payroll process by collection, calculation, and entering of data.
  • Updates payroll records by reviewing and making changes to tax withholdings, insurance coverage, deductions, direct deposit, and demographic information.
  • Researches and edits discrepancies of payroll data for the purpose of ensuring accuracy and adherence to procedures prior to processing.
  • Pays employees by directing the production and issuance of paychecks or electronic transfers to bank accounts.
  • Responds to inquiries from employees and others regarding payroll.
  • Prepares reports by compiling summaries of earnings, taxes, deductions, and nontaxable wages.
  • Determines payroll liabilities by approving the calculation of employee federal and state income and social security taxes, and employer's social security, unemployment, and state retirement.
  • Balances the payroll accounts by resolving payroll discrepancies.
  • Reconcile and process monthly payments; federal, state and social security taxes, health and voluntary insurance payments, garnishments, credit union, child support, and other payroll deductions.
  • Monthly retirement reporting in the OASIS program; reconciliation of retirement withheld from payroll, enrollment of new employees, termination of employees, recording of hours for retirees working after retirement, and issuance of payment to PSRS/PEERS.
  • Reporting for Special Education department; ECSE FER, SPED Part B and Proportionate Share monthly reporting of salaries and benefits.
  • Quarterly reporting; Form 941 employer’s quarterly tax return, Division of Employment Security (USTAR), Missouri tax reporting, and Medicaid (SDAC) reports for Special Education department.
  • Preparation of yearly reports; GASB 68 annual report, reconciliation of wages and preparation of W2 forms, filing of W2’s with Social Security and Missouri Department of Revenue,  and CMS Data Match reporting for Social Security.
  • Responsible for the Division of Employment Security (Unemployment); protest unemployment claims, and attend appeal hearings.
  • Complies with federal, state, and local legal requirements by studying existing and new legislation, and advising management on needed actions.
  • Maintains professional and technical knowledge by attending educational workshops, and reviewing professional publications.
  • Assist with yearly budget; compile salaries and benefits report, verify salaries, salary codes, and maintain lump sum jobs in job list.
  • Backup to accountant; write checks, and other accounting duties.
  • Signee on District’s bank accounts; transfer funds, initiate and approve ACH batches.
  • Manages SISFIN Accounting Program: preform daily backup of accounting program, install program updates when available, reset passwords, set up accounts for new employees, and assist employees with questions and issues.
  • Administration of SIS Portal; reset passwords, and assist staff with issues.
  • Administration of TimeClock Plus Program: training of employees on program, set up of new employees, resolve issues, monitors hours, export data and import into payroll program.
  • Compile information for yearly audit; HCT, payroll, benefits, taxes, and retirement information, and provide auditors information as needed
Qualifications
Education/Experience
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. Knowledge of a specialized field (however acquired), such as accounting, or correspondence school specialized in training, equal to two years of college, plus 4 years related experience and/or training. Or equivalent combination of education and experience.
